Measurement and Support Methods
Lestas Consulting is aware that most projects require a monitoring and measurement system so that the Client, funders and the public can be made aware of progress, benefits and successes. The form of measurement will depend largely on the type, size and duration of the project. Most measurement however will require the establishment of the present position or baseline details, followed by an incremental process of measurement and a final re-test.
Some programmes require benchmarking against other similar programmes or organisations. In addition, it is not uncommon for some projects to require input from European and/or international examples and methods. Lestas Consulting has experience in fostering exchange of experience programmes based on European and international methodology.
The effectiveness of consultancy assistance and support methods are measured in the following ways:
- Project initiation meeting. Prior to the beginning of any project an initiation meeting is sought to translate the proposal into a practical plan of action, which takes into account the workload and priorities of the Client. A set of incremental milestones for the delivery of the project are set and agreed. This meeting will involve all relevant personnel who will be involved in undertaking and monitoring the project from both Lestas Consulting and the Client.
- Milestones - Lestas Consulting use a series of agreed incremental milestones or targets throughout the implementation phase of the project as a point of measurement.
- Specific contact person - each project undertaken by Lestas Consulting has a Team Leader identified within the proposal that is responsible for the smooth running of the project. They take full responsibility for the day-to-day running of the project and act as a point of contact for the Client.
- Evaluation and Review - most projects are undertaken in phases, which are agreed at the project initiation meeting. These phases are in place aailsafe to monitor quality and progress against original targets, as the project develops.
- Green Book Appraisals - Lestas Consulting also has experience in carrying our evaluations of programmes already completed and is familiar with carrying out Green Book Economic Appraisals on behalf of clients.
Equality Proofing - the requirement and duty of Local Authorities, and statutory organisations to equality proof programmes, under the nine categories set out under the Equality Agenda, is an important factor in the measurement of consultancy assistance and support methods. Lestas Consulting takes cognisance of equality issues and will, where possible, measure the impact of the project against the nine categories of the Equality Agenda.
